Cultists are supposed to have 70% resist against magic. Burn effect seems to be only about 1% of original strength. Isn’t the 70% malus applied twice? That is, 2925 damage * 0.3 = 877, 10% burn of that is 87.7, 30% of that is 26 or so, which I’ve seen.

Okay, what’s happening is that the strength is being double-counted as a result of a delayed hit. I’ve fixed this the check is only done once. This could likely also have been resulting in insanely high dodge rates for certain enemy types!
